We were formerly a British colony, and when they left we maintained close ties. I reckon that's why the curriculum is structured around the Queen's English, rather than the American version.
If the child takes kindergarten, than they learn Englsih from about age 5. Otherwise, we all learn English at school in primary 1. Which would make 7 the average age to learn English. Most are capable enough at the language to talk and write and read, but Malay is still the language more people are comfortable in :)
